Memorandum of Understanding establishes framework for educational, cultural, artistic, and economic cooperation.
(Richardson, TX) – The City of Richardson today hosted a signing ceremony at Richardson City Hall to establish a Friendship City relationship with Keelung City, Taiwan.
Richardson Mayor Amir Omar and Keelung City Mayor Kuo-Liang Hsieh signed a Memorandum of Understanding (MOU) creating a framework for cooperation between the two municipalities. The agreement is intended to promote friendship and mutual benefit through educational, cultural, arts and economic exchange.
“Richardson is a community built on global connections, cultural diversity and collaboration,” said Richardson Mayor Amir Omar. “This Friendship City agreement with Keelung City creates new opportunities for our communities to exchange ideas, build relationships and explore partnerships that can benefit residents, students, businesses and future generations in both cities.”
The MOU identifies several areas of potential cooperation, including cultural exchange opportunities, youth exchange programs involving experiences, ideas and language education, and networking opportunities to promote business partnerships and economic development.
“Friendship City agreements provide a meaningful way for communities to begin working together in a practical and intentional way,” said Richardson City Manager Don Magner. “This agreement gives Richardson and Keelung City a framework to explore shared interests, build connections between local institutions and develop opportunities for long-term collaboration.”
The signing ceremony included remarks from both cities, an exchange of signed agreements, commemorative gifts and official photos. Members of the Keelung City delegation also participated in City-hosted activities earlier in the day, including a welcome meeting and tour of Richardson’s Public Safety Campus.
