State Incentives
Texas offers state incentive packages to support growth, investment, and job creation.
Texas Enterprise Fund (TEF)
The Texas Enterprise Fund (TEF) awards “deal-closing” cash grants to companies considering a new project in which a Texas site is competing with an out-of-state site.
To be eligible for Texas Enterprise Fund (TEF) support, a project must demonstrate job creation, a significant return on the state’s investment, and strong local support. With the TEF, Texas can respond quickly to opportunities to bring companies and jobs to Texas.

Texas Semiconductor Innovation Fund (TSIF)
The Texas Semiconductor Innovation Fund (TSIF) is a new incentive program to encourage the continued leadership of Texas in semiconductor research, design and manufacturing.
To be eligible for Texas Semiconductor Innovation Fund (TSIF) grants, applicants must be either a state entity — including institutions of higher education — or a private business planning new or expanded semiconductor manufacturing or design projects in Texas. Each applicant must certify that the local community has prior knowledge of the proposed project, and evidence of local support, such as economic development incentives, will also be considered by the TSIF Executive Committee.

Texas Workforce Commission Skills Development Fund (SDF)
Grants are limited to $2,000 per employee, and up to $500,000 per business per year.
The Texas Workforce Commission Skills Development Fund (SDF) assists Texas businesses by designing, financing, and implementing customized job training programs for new and existing businesses in partnership with local community colleges, technical schools, or higher education agencies.
To be eligible for Texas Workforce Commission Skills Development Fund (SDF) grants, the company must have or develop a training plan to create or retain jobs that pay the prevailing wage for occupations in their local labor market. The training is implemented in partnership with a local education institution, specifically in Richardson — Dallas College – Richland Campus’ Corporate Services or the Business Solutions Group at Collin College.
